Build a disciplined CDL inspection routine for wheels, rims, fasteners, bolt holes, hubs and dual assemblies—and report defects before they become wheel-end failures.
Wheels deserve their own inspection routine
A tire can have acceptable tread and pressure while the wheel that carries it is cracked, loose or damaged. Wheels, rims, fasteners, hubs, bearings, seals and dual spacing work as a system. A failure can affect steering, braking, tire retention and nearby traffic, so treat every wheel position as a safety-critical assembly rather than a quick glance after checking the tire.
Start with the driver's pre-trip duty
49 CFR 396.13 requires a driver to be satisfied that the vehicle is in safe operating condition before driving and to review the prior driver vehicle inspection report when required. That duty does not make the driver a wheel technician. It does require a deliberate visual and functional check, a clear report when something is wrong and a safe decision before the brakes are released.
Know the three federal wheel conditions
49 CFR 393.205 states that wheels and rims may not be cracked or broken, wheel stud or bolt holes may not be elongated or out of round, and nuts or bolts may not be missing or loose. Those are direct minimum requirements. A fleet, manufacturer or enforcement standard may require additional inspection points, so use the current rules and the procedures for the exact wheel system on the vehicle.
Make the vehicle safe before getting close
Park on firm, level ground when possible, set the parking brakes, follow the carrier's securement procedure and stay out of traffic. Never crawl beneath a vehicle supported only by a jack or air suspension. Do not touch a wheel end that may be hot, place fingers between dual tires or strike a pressurized multi-piece rim. A flashlight and careful viewing angles are safer than reaching into a pinch zone.
Use the same sequence at every wheel position
Inspect the driver-side steer wheel, then move around the tractor and trailer in a consistent order. At each position, look at the outer wheel face, rim flange, fasteners, hub area, tire seating and visible parts of the inner dual. Compare one side with the other. A repeatable sequence reduces the chance of skipping an inside wheel, a trailer axle or the position hidden by shadows.
Look for cracks and broken metal
Clean enough of the surface to distinguish dirt from damage. Inspect around hand holes, bolt holes, the disc-to-rim transition, spokes, weld areas and the rim flange. A crack may appear as a sharp line with rust, fresh metal or movement at its ends, but visual appearance alone does not prove the cause. Any suspected crack, broken section or distorted wheel needs qualified evaluation before operation.
Recognize elongated bolt holes
A properly seated wheel centers and clamps according to its design. An out-of-round stud or bolt hole may show a stretched opening, polished metal, displaced paint, fretting debris or a fastener that no longer sits uniformly. Do not measure or diagnose the assembly by guesswork at the roadside. Because 49 CFR 393.205 directly prohibits elongated holes, report the position and keep the vehicle out of service until competent maintenance decides the remedy.
Check every visible nut and bolt
Scan the complete fastener pattern instead of stopping after the first few lug nuts. Look for missing hardware, a nut sitting at a different depth, damaged threads, a washer out of position or a fastener that appears backed off. Never assume a decorative cover proves that a nut is present and tight. If a cover prevents the required inspection, follow fleet procedure for removal or maintenance assistance.
Treat movement clues as evidence, not a torque test
Rust trails, shiny arcs, cracked paint, fretting dust or a gap around a fastener can indicate movement, but contamination can also create misleading marks. Describe exactly what you see. Drivers should not test wheel torque with an improvised bar or tighten a suspect lug nut to make the symptom disappear. Correct torque depends on the wheel, fastener, lubrication condition and manufacturer procedure and belongs to trained personnel with calibrated tools.
Inspect hubs, caps and seals
Look for a loose or damaged hub cap, missing fasteners, a displaced plug and fresh lubricant on the hub, wheel, brake or tire. Check the lubricant level only where the design provides a safe, approved method. A wet wheel end can indicate a seal, hub or lubrication problem and can contaminate braking surfaces. Do not open a hot hub, add an unknown lubricant or wipe away evidence before documenting it.
Compare wheel-end temperature safely
After a stop, unusual heat, smoke or odor at one wheel position can point to a brake, bearing, lubrication or tire problem. Do not use a bare hand to test a hot assembly and do not assume every temperature difference identifies the failed component. Stop in a safe location, keep people clear, notify the carrier and follow the emergency and maintenance procedure. Continuing can turn a developing problem into a fire or wheel-end separation.
Inspect dual assemblies from both sides
Verify that both wheels appear seated and aligned, that the inner wheel and fasteners are present and that no debris is trapped between tires. Look for tire contact, unequal bulges, a stone or object wedged between duals and signs that the inner wheel has shifted. Do not reach between inflated duals or attempt to remove an object under tension. Compare the visible spacing with the normal configuration and report any contact or uncertainty.
Connect wheel findings to tire evidence
Repeated air loss, unusual shoulder wear, scuffing near the bead, a valve stem under stress or one tire carrying a visibly different load can accompany wheel or mounting problems. These symptoms can also have other causes. Record the tire position and condition and let qualified maintenance inspect the full wheel-end assembly. Replacing only the tire may leave the actual problem in service.
Recheck after wheel service
A recently installed wheel deserves close observation under the carrier's and manufacturer's post-service procedure. Confirm that the work order is closed, the wheel appears seated, all fasteners are present and there is no new movement mark, vibration, heat or lubricant loss. Any required torque verification must be completed by authorized personnel at the specified interval and method; a driver's visual recheck does not substitute for it.
Respond to vibration without diagnosing from the cab
New vibration, thumping, steering-wheel shake, pulling or a rhythmic noise may come from a wheel, tire, brake, driveline, suspension or road surface. Reduce risk, avoid abrupt inputs and stop at the next safe location—or sooner if control is uncertain. Report the speed, load, road condition, location of the sensation and whether braking or steering changes it. Do not conduct a high-speed test to reproduce a suspected wheel defect.
Write a defect report maintenance can use
Identify the unit, axle, side and inner or outer position. State the observation and effect: for example, left-rear outer wheel has one missing nut and a polished arc around the adjacent fastener, or right-front hub has fresh lubricant on the wheel face. Add photographs when allowed, but do not let a photo replace the written report. Under 49 CFR 396.11, safety-affecting defects must enter the carrier's inspection and repair process.
Use a final wheel-and-rim checklist
Before driving, confirm that each visible wheel and rim is intact; bolt holes show no elongation; nuts and bolts are present and show no looseness; hubs and seals show no active leak or damage; inner and outer duals appear seated with adequate separation; no part is abnormally hot, smoking or rubbing; and prior reported defects have been reviewed. When the condition is uncertain, keep the vehicle parked for qualified inspection.
Turn the routine into CDL knowledge
For test preparation, name the component, explain the defect, state the safety consequence and describe the correct action. The goal is not to memorize a list of wheel words; it is to notice a condition, communicate it accurately and prevent an unsafe vehicle from moving.
