Cargo Securement Guide for CDL Drivers: Inspections, Working Load Limits and Rechecks

Build a repeatable cargo-securement process around federal inspection duties, working load limits, tiedown condition, blocking and bracing, commodity rules, and required en-route rechecks.

Cargo securement is a driving responsibility

Cargo securement starts with the person loading the freight, but it does not end there. Under 49 CFR 392.9, a covered driver may not operate until the cargo is properly distributed and adequately secured, operating equipment is fastened, and the load does not obstruct visibility, movement, emergency equipment, or an exit. A bill of lading, closed trailer door, or shipper assurance does not automatically replace the driver's inspection duties.

Use the rule set that applies to the load

The general performance and securement rules appear in 49 CFR Part 393, Subpart I. They apply to trucks, truck tractors, semitrailers, full trailers, and pole trailers. Sections 393.116 through 393.136 add commodity-specific requirements for loads such as logs, dressed lumber, metal coils, paper rolls, concrete pipe, intermodal containers, automobiles, heavy vehicles and machinery, flattened vehicles, roll-on/roll-off containers, and large boulders. A commodity-specific rule takes precedence where it adds requirements.

Prevent falling, leaking and stability-changing movement

Section 393.100 requires cargo to be contained, immobilized, or secured so it does not leak, spill, blow, or fall from the vehicle. It also must not shift enough to adversely affect stability or maneuverability. Think beyond whether freight can slide off the deck: forward movement under braking, lateral movement in a curve, tipping, rolling, vertical bounce, and movement inside a van can all create a dangerous condition.

Start with the vehicle and anchor points

Before counting straps or chains, inspect the structure that must hold them. Floors, walls, decks, anchor points, headerboards, bulkheads, stakes, posts, pockets, winches, tracks, and associated hardware must be strong enough and free of damage that weakens performance. Look for cracks, distortion, corrosion, broken welds, pulled fasteners, sharp edges, debris, and prior repairs. A strong tiedown attached to a damaged anchor does not create a strong system.

Inspect every component of the securement system

Chains, webbing, wire rope, binders, hooks, connectors, tensioners, dunnage, chocks, cradles, shoring bars, and blocking must be suitable and in proper working order. Federal rules prohibit damaged or weakened securement components when the defect adversely affects performance. Follow the carrier's removal criteria and manufacturer instructions. Do not hide a cut strap, stretched hook, bent binder, cracked link, damaged ratchet, or crushed blocking by adding a second questionable device.

Understand working load limit

Working load limit, or WLL, is not the same as breaking strength. Under 49 CFR 393.108, the WLL of a tiedown system is controlled by the lowest-rated component, connector, attachment mechanism, or anchor point involved. Manufacturer markings normally identify the rating; federal tables provide default values for specified unmarked materials. Never assign a rating from appearance alone or combine incompatible components as if the strongest label controls the entire assembly.

Calculate aggregate WLL correctly

For an article or group restrained by tiedowns, the aggregate WLL generally must equal at least one-half the weight of the article or group. How much each tiedown contributes depends on its path. A tiedown running from one side of the vehicle, over or through the cargo, to the other side contributes its full WLL. A tiedown terminating at the cargo, or returning to an anchor on the same side, generally contributes one-half its WLL. Use the actual regulatory method and carrier training for the configuration.

Meet both WLL and tiedown-count rules

Enough aggregate WLL does not always mean enough tiedowns. Section 393.110 sets minimum tiedown counts for articles not blocked or positioned to prevent forward movement, using article length and weight. Articles over ten feet generally need two tiedowns for the first ten feet and one additional tiedown for each additional ten feet or fraction. Commodity-specific rules can require a different arrangement. Treat WLL and minimum count as separate checks, then apply whichever additional requirements govern.

Use blocking and bracing as part of a system

Cargo must be firmly immobilized or secured by vehicle structures, dunnage, dunnage bags, shoring bars, tiedowns, or a combination. Articles likely to roll require chocks, wedges, a cradle, or an equivalent method that cannot unintentionally loosen. Blocking should bear against surfaces capable of carrying the force and should not create a new hazard. Empty spaces, soft packaging, damaged pallets, and uneven stacks can defeat a secure-looking arrangement after the vehicle begins moving.

Protect tiedowns from edges

Section 393.104 requires edge protection wherever a tiedown is subject to abrasion or cutting at the point of contact with cargo. The protection must resist abrasion, cutting, and crushing. Position it before tensioning, confirm that it stays in place, and inspect it during rechecks. Never use knots in tiedowns. Attach each device so it cannot become loose, unfasten, open, or release while the vehicle is moving.

Check distribution, weight and center of gravity

Securement does not cure an overloaded axle or an unstable load. Compare shipping information with axle, tire, suspension, vehicle, and legal weight limits; distribute freight so the vehicle remains controllable and the securement plan can work as intended. Concentrated weight, high center of gravity, liquid movement, partial unloads, and mixed freight can change handling. Use certified scales and the carrier's loading plan where appropriate, and correct the load before dispatch when distribution is uncertain.

Complete the pre-trip securement inspection

Walk the entire load in a fixed sequence. Verify cargo placement, tiedown count and path, WLL markings, tension, hooks and latches, winches and binders, anchor points, blocking, chocks, edge protection, tarps, doors, tailgates, spare equipment, and loose objects. Inspect both sides and the rear, then check interior freight when access is required and safe. Confirm nothing interferes with the driver's view, controls, emergency equipment, or exit. Document any correction required before movement.

Recheck within the first 50 miles

A truck or truck-tractor driver covered by 49 CFR 392.9 must inspect the cargo and securement devices within the first 50 miles after beginning a trip and make necessary adjustments. Loads settle, packaging compresses, straps relax, chains seat, and vibration exposes weak blocking. Plan a safe and legal stopping location before departure so the first recheck is not postponed because parking is unavailable.

Know the recurring recheck triggers

After the initial check, reexamine the cargo and securement when changing duty status, after three hours of driving, or after 150 miles, whichever occurs first. A sealed vehicle the driver has been ordered not to open, or a vehicle loaded so inspection is impracticable, is subject to the exception stated in section 392.9(b)(4). The exception is specific; it should not be treated as a blanket reason to skip checks that remain possible.

Adjust after deliveries and changing conditions

Partial unloading can remove the freight that was blocking another article, change axle distribution, reduce side support, or leave unused equipment loose. Rebuild the securement system before moving. Also stop and inspect after hard braking, evasive action, rough roads, a strike or impact, unusual noise, a visible lean, a door or tarp change, or any sign of load movement. A scheduled recheck is a minimum, not a reason to ignore an immediate warning.

Report defects with usable detail

Identify the tractor or trailer, load area, commodity, article, device type, anchor point, observed defect, position, time, location, and correction taken. Record measurements or photographs when carrier policy permits. Do not write only 'strap bad' or continue after a serious condition because a replacement is inconvenient. Escalate uncertainty to dispatch, safety, loading personnel, or a qualified securement professional and preserve required records.

Use a dispatch-to-delivery checklist

Before moving: identify the commodity rule, confirm distribution, inspect the vehicle structure and securement components, calculate aggregate WLL, verify tiedown count and edge protection, close and fasten all equipment, and document defects. En route: recheck within 50 miles and at every regulatory trigger or warning sign. At delivery: protect against falling freight, release tension from a safe position, account for loose equipment, and report damage before the next load. Carrier policy, state law, hazardous-material rules, and manufacturer instructions may add requirements.
