Build a repeatable CDL inspection routine for fuel tanks, caps, straps, lines, crossover hoses and valves—and know when a leak or damaged component keeps the truck parked.
Fuel-system defects can escalate quickly
A fuel system stores and delivers a flammable liquid close to electrical wiring, hot exhaust components, moving parts and the roadway. A loose tank, damaged line or missing cap can lead to leakage, fire, environmental harm, loss of engine power or a roadside violation. Drivers should treat every wet spot or fuel odor as a condition to identify safely, not as normal aging.
Start with the driver's pre-trip duty
Under 49 CFR 396.13, a driver must be satisfied that the vehicle is in safe operating condition before driving and must review the previous driver vehicle inspection report when required. The driver's role is to observe accessible components, recognize warning signs, report them accurately and follow the carrier's repair process. It is not to pressure-test a tank or improvise a fuel-system repair.
Secure the truck before looking underneath
Park on firm, level ground when possible, set the parking brakes, shut down the engine when the procedure calls for it and keep ignition sources away. Wear appropriate protective equipment and use a flashlight from a stable position. Never crawl beneath unsupported equipment, loosen a cap on a hot or pressurized system, smoke nearby or use a flame to locate a leak.
Know which components belong to the system
Trace the visible system on the specific truck: tank shell, steps or fairings, mounting brackets and straps, filler neck, cap, vent, sending unit, supply and return lines, crossover line where equipped, valves, filters and accessible connections. Auxiliary equipment may have its own fuel supply. A consistent route helps prevent a driver from checking only the cap while missing a wet line behind the tank.
Inspect the tank shell and seams
Look for punctures, cracks, dents that contact internal or adjacent parts, heavy corrosion, damaged welds, scraped areas and fresh staining. Dust stuck to a wet surface can reveal a slow seep. Road spray or spilled diesel can imitate a leak, so note where the wetness begins, whether it returns after wiping by qualified personnel and whether fuel is actively dripping. Do not taste or touch an unknown fluid.
Check straps, brackets and isolation material
49 CFR 393.65 requires each fuel tank to be securely attached in a workmanlike manner. Inspect visible straps, brackets, bolts and supports for cracks, looseness, missing hardware, distorted metal and shiny movement marks. Rubber isolation pads should be present where designed and not displaced. A tank that shifts, sags or rubs the frame needs qualified inspection before operation.
Confirm the filler cap closes securely
Section 393.67 requires each fill pipe to have a cap that can be fastened securely over the opening. Verify the correct cap is present, threads or locking points engage, the seal is not obviously damaged and the cap sits as designed. A rag, tape, temporary plug or loose cap is not a substitute. Never force an incompatible cap or leave the opening exposed to rain and road debris.
Inspect the filler neck and vent area
Look around the fill pipe, neck, vent and sending-unit area for cracks, looseness, staining and evidence of repeated overflow. The rules require fill pipes to minimize spillage during fueling and require a nonspill air vent. Drivers should not block a vent, drill a cap or modify a filler neck to change fueling speed. Slow filling, repeated spitback or vacuum symptoms belong in a maintenance report.
Keep spilled fuel away from exhaust and electrical parts
Federal placement rules require that fuel spilled vertically during filling not contact the vehicle's exhaust or electrical systems, other than the fuel-level indicator assembly. Inspect for a shifted tank, damaged filler neck, missing shield or altered routing that could direct fuel onto wiring, batteries, an aftertreatment unit or hot piping. Stop fueling immediately if overflow reaches an ignition or heat source.
Follow every visible fuel line
Section 393.65 requires fuel lines to be long and flexible enough for normal component movement and secured against chafing, kinking and other mechanical damage. Look for rubbing against the frame, sharp bends, unsupported spans, crushed sections, damaged protective loom, loose clamps and wet fittings. Pay attention where a line passes through a bracket or near a suspension, steering or driveline component.
Check low lines and impact protection
An unprotected fuel line generally may not extend more than two inches below the tank or sump. Diesel crossover, return and withdrawal lines that extend below the tank must be protected against impact damage. Inspect guards and routing for dents, missing hardware and fresh contact. Do not assume a low hose is safe merely because it has not leaked yet.
Inspect crossover lines without stepping on them
Dual-tank systems may use a crossover line between tanks. Check accessible hose, valves and fittings for wetness, cracking, abrasion, sagging and impact exposure. Never use a crossover hose as a step, pull on it to judge tightness or close a valve unless the carrier and manufacturer procedure directs you. Incorrect valve position can affect fuel balance or engine supply.
Understand the selection-valve rule
If the driver can select between two or more tanks, 49 CFR 393.65 requires the control to be positioned so it can be operated while watching the roadway without leaving the driving position, or so the driver must stop and leave the seat to operate it. Do not reach blindly behind the seat or operate an unfamiliar valve while moving. Confirm the fleet's normal position and report a stiff, loose or leaking control.
Look for interference with steps and fairings
Fuel tanks often sit behind steps, skirts or aerodynamic panels. Verify those parts are secure and not pressing into the tank, cap, lines or fittings. A bent step can transfer load into a tank; a loose fairing can rub through a hose. Inspect again after curb contact, road debris, side-swipe damage or service work in the area, even when the truck still runs normally.
Inspect auxiliary-equipment fuel systems too
The federal fuel-system rules also cover systems supplying auxiliary equipment installed on or used with a motor vehicle. A reefer, generator, heater or other device may have a separate tank and lines. Follow the equipment maker's inspection procedure and carrier policy. Do not connect an improvised container, gravity feed or temporary hose to keep equipment running.
Use safe fueling habits as an inspection opportunity
Before fueling, shut down required equipment, set the brakes, remove ignition sources and check the pump area. Confirm the fuel type and tank, remain at the nozzle, avoid overfilling and replace the cap securely. After fueling, inspect the ground, tank, filler neck and cap for fresh leakage. Report a spill immediately under facility and carrier procedures rather than washing it into a drain.
Respond correctly to odor, wetness or active leakage
If you detect strong fuel odor, active dripping, pooling, a loose tank or a damaged line, keep people and ignition sources away and notify the carrier or emergency services as conditions require. Do not start or move the vehicle merely to see whether the leak stops. Use spill-control equipment only when trained and it is safe to do so. Qualified personnel must decide the repair and release the vehicle.
Write a defect report maintenance can act on
Identify the unit, side, tank or component and exact location. Describe what you observed without guessing: for example, fresh diesel wetness at the passenger-side crossover fitting, missing filler cap, or rear tank strap loose with a shiny movement mark. Add when it appeared, whether fuel was dripping, any odor or dash message and relevant contact or fueling event. Photos can supplement, not replace, the written report.
Use a final fuel-system checklist
Before driving, confirm tanks are secure; shells and seams show no active leak; caps are present and fastened; filler and vent areas are intact; supply, return and crossover lines are supported and protected; no line is chafed or kinked; valves appear secure; steps and fairings do not contact the system; and prior defects have documented repair review. When the condition is uncertain, keep the vehicle parked.

Connect each observation to the risk: wetness means possible leakage, a loose strap means tank movement, damaged routing means chafing or impact exposure, a missing cap means spill and contamination risk, and poor separation from exhaust or wiring means ignition exposure.
